The United States of America Department of Travel is a de jure governmental agency that provides a constitutional alternative to and for automobile owners to classify and record their private conveyances instead (or in conjunction with - if still using for commerce purposes) of registering it with the Department of Motor Vehicles.
The Department of Travel (DOT) is not established to replace the Department of Motor Vehicles (DMV), rather it is formed to provide the lawful remedy to automobile owners to record their private property as household effects without the requirement of licensing, registration or forced insurances.
There is a lot of misunderstanding and misinformation regarding the licensing, registration and titling of automobiles, and it is imperative that every automobile owner understands the law and the requirements or exemptions in reference to registering their private automobile.
The Department of Motor Vehicles (DMV) is a de facto government agency that has jurisdiction over the registering, licensing and titling of motor vehicles driven on the highways. If you operate or drive a motor vehicle then you are required by law to register that motor vehicle with the DMV.
